This sounds like you’re having a driver malfunction, go into the device manager and remove the camera (it may be listed under "unknown devices"). Restart the computer and let it detect the camera and reinstall the driver. If the above doesn't work, download a fresh copy from Toshiba (i.e. from here: http://support.toshiba.com/ ) and install it. You will need your model number (E45-B4100) and your operating system. There is a guide available at [Toshiba Satellite E45-B4100 Troubleshooting | the troubleshooting page].
Plug in the AC Adapter to the laptop and check display for indication that the laptop is charging. Ensure the output value of the adapter matches the input value of the laptop. Ensure adapter works in separate test by charging a different Toshiba E45-B4100, or a different compatible electronic item. Turn the laptop off, unplug, and remove the battery for twenty seconds. Now plug in the charger to the laptop from a working power outlet. Check to ensure the green power icon is lit and allow the laptop to charge overnight. If the laptop still fails to hold a charge then you will need to replace the battery. Instructions on how to order a new battery are available at: https://support.toshiba.com/support/serv...
