Did you try pressing F9 when the laptop first starts? This should get you into the recovery area.
If it doesn't work try F2 first to get into BIOS and then disable the 'Boot Booster' option. It should be under the 'Boot' tab in the BIOS setup. Then try F9 option again.
If that doesn't work do you know anybody that has a PC running Win 8.1? If so a bootable recovery USB can be created from their computer. (Go to Control Panel > Recovery > Create a recovery drive, (use a 4GB flash drive - 8GB to play it safe). Be patient it takes about 40-60 minutes to create.
It will install all the necessary system files for Win 8.1 on your laptop to help you to repair your OS
Alternatively you can download a recovery drive (it will be a very big download). Here is a link that explains it.
