Just to be clear, I took the battery out. With the battery out, I held the power button down for 30 seconds. Put the battery back in and turned it on. Same thing with one exception. Something that happened right before I saw your answer when I was trying for the 15th? Time today.
The difference is this. When I first power on I see a couple LG screens then the tract one freeze screen. Last 2 times, after a couple minutes I get an android is starting up screen then the LG screens then the tracfone screen where it goes no farther. It has done that twice while I type this. To be clear, I saw that Android starting up screen the last 2 times I tried powering up from scratch. And the first time was before I tried your suggestion.
Just trying to give you as much info as clearly as I can.

jayeff, thanks for the replies. To answer your questions. The battery charges when I plug the charger in. The battery charging indicator is on. I mean when the phone is off. When I originally said hold power and volume down buttons and nothing, I wasn't trying to clear anything. Just trying to get out of that frozen tracfone screen. I had seen that suggestion in a general internet search before I saw this forum. I wasn't thinking clear cache or anything like that. I have no SD card in the phone. Have never used one in the phone.
I said earlier 2 LG screens. There is only the 1. Says life's good, something like that. When I first power on, you see that screen for a good 15 seconds then the tracfone screen. When the tracfone first appears, for a couple seconds, there is some background sound, maybe music, sort of a greeting, I guess. That has always been there since I got the phone.
I said after a few minutes I would see the android is starting screen,, which has green color in it.

Is there a character limit? Couldn't type more. After the android is starting screen, I see the LG screen, but only for a couple seconds this time, then tracfone, but no sound this time. And that is the cycle every I don't know how minutes. The only way to do anything is to take the battery out. And then I start over.
I tried your suggestion. From scratch, instead of just pushing the power button, I pressed both that and the volume down button. As soon as I saw the LG screen I
released the buttons. Waited a second or two and pressed the power button. I see no recovery screen. Everything is the same as if I started with just pressing the power button only. I have tried it 3 times.

Try the recovery method again but this time when you see the LG screen and you release both buttons, press the power button as soon as possible and don't wait and check if that gets you there.

Just wanted to say the reason I answer in comments is the board said I should when I did my first reply. Thanks for your patience in answering multiple times. I tried your suggestion and sadly no luck. I released the 2 buttons as soon as I see LG and push just the power button pretty much as quickly as I can. Maybe a second later. No recovery option I see just the usual that I get every time. Tried 3 or 4 times, same result.
Not that I imagine this matters, but I was right before. 2 LG screens. First has Android powering at the bottom. Second has Qualcomm something at the bottom. Between the 2 of then 15 plus seconds and then the tracfone screen.
This is all started yesterday turning the phone off and then turning it back on. I have done this numerous times in the past. I don't do it every day, but it sure isn't rare. Last summer I had sort of the same thing happen with a tv 12 years old. Startup would be normal for the first 10-15 seconds and would just freeze and go no farther.
