Not a common thing to change. It is underneath the van on the passenger side top of the fuel tank (which is on the driver's side of the van). The fuel tank must be dropped to access the fuel filter assembly. In order to do that remove the front strap since the fuel line goes behind it. Loosen the rear strap so that the tank drops and will clear the line. You should now see the filter assembly. Check also with your local Chrysler dealer. The 2001 Caravan had a recall issued for some aftermarket replacement fuel filters that could cause the fuel lines to leak and result in a possible fire. I would have them check it and see if there is any sign of damage to the fuel filter or if it leaks. leakage in the fuel lines, the filter should be replaced.
