Have you ever dropped, spilled water on, or hit your device? This question does not have much to it, so I don't know whether or not this is a device that usually has this problem or you just plain broke it. But you must have broken it, because when devices are smashed or broken in some way, then some sort of lines always come up.
Did you ever think about if your screen is dirty? That could be the reason, because touchscreen does not work for me when it is dirty. Maybe you use it too much, and it has too many finger prints. This question is vague, so i do not know if you did this or not, but if you didn't then wipe your screen with a special towel meant for wiping touch screens. If that doesn't work, then go to a store to get if fixed. Personally, I think Dell devices are never worth buying because there is always something wrong with them, and i would replace it, but if you really love that tablet then bring it to a store to see if it can be fixed.
There is not much I can help you with, except to tell you to buy a new phone. If you spend more and more money on trying to fix the phone then it will end up costing just as much as buying a new one. You don't have to throw it away, though. Use it as an iPod, and download games. I think most people at this point would get a new phone.
