@ifixit869 most common issues that are causing this are failure of the Gate drivers. Those could be COF (chip on film)or even be inside the glass. You would have to inspect the LCD driver boards (long, skinny circuit boards) that are attached via the COF directly to the LCD. Never an easy or even a successful repair. We need to know the exact model for your TV and we would need to see the individual boards and what your TV display is showing you.
