We need more information about this issue ! What system ( motherboard, PSU, slot ) is this system running with different GPU (which one?) ? What monitor and how is connected ? Where did you get this GPU ? ...

Yes it works with another card

Monitor is connected with DVI

@zee204 what I can find this system have 1100 Watts PSU, I am not sure what you have connected, but can you disconnect everything ( HDD, SSD, optical drive, etc… ) except motherboard and GPU and try boot up ? Also you can try add this card to the system with the one what is working, boot into the windows and you can check System Preferences.

The PC should also have integrated graphics if it has a Xeon CPU.

Try getting into BIOS on startup and check if the GPU card is being detected.

Connect the monitor to the motherboard's video port, not the GPU card.

If the card is faulty repairing it is very difficult as there's very little to no info regarding schematics, which will be needed to find the problem.

It detects GPU also show its name but not its memory size

Since you can get a display when using the Intel GPU, then with the GPU card also installed check the status of RX 580 GPU in Device Manager > Display Adapters > right click on the RX580 entry > Properties > General tab > Device Status box.

Check that the latest drivers are installed for the GPU card.

Go to Device Manager > Display Adapters > right click on the RX580 entry > Update drivers and follow the prompts.

If it says that the latest drivers are installed then check what version are installed - go to Device Manager > Display Adapters > right click on the RX580 entry > Properties > Driver tab and the version number should be shown there.

Compare it to the versions available in the link at the start of this comment.

If the linked drivers are a later version, download them (appropriate OS although Win 10 and 11 seems the same) and install them manually.

If still no good, unistall the GPU card in Device Manager - Device Manager > Display Adapters > right click on the RX580 entry > Uninstall Device and follow the prompts. Restart the PC in the normal manner and Windows will reinstall it again automatically.

If still no good then the card is faulty.
