One must understand how something works to determine why it doesn’t work. A Dehumidifier is a refrigerator without a box. It passes warm humid air over cold coils. The cold air cannot hold as much moisture as warm air so the water precipitates on the coils and runs into the container. There is no “sucking” involved.

A similar process happens on your windows in the winter. That is why they are foggy.

SO, the obvious answer is the compressor isn’t working and it isn’t getting the cooling coils cold.

The other factor is in the manual. Dehumidifiers do not run when the temp is around 40°F or lower. There isn’t enough water in the air to precipitate. Some may not have that feature and if you run it at those temps nothing will happen.
