Rice is good to eat but does not fix the problems caused by corrosion.

As you know water and electronics and electricity are not a good mix.

The impurities in the water causes corrosion and provides circuit paths for the electricity which were not in the phone's operating design and could damage the components.

Because the phone was not opened and cleaned and dried properly after it got wet the corrosion has continued and is now starting to cause problems.

Turn off the phone and do not continue to use it. You also need to remove the battery to prevent further damage occurring.

You then need to further dis-assemble the phone and clean all the affected parts using Isopropyl Alcohol 90%+ (available from most pharmacies) to remove all traces of corrosion. Do not use "rubbing alcohol" as in some cases this is <70% IPA, can contain scents and is not as effective. If you do check the label to verify the amount

Electronics Water Damage

As always with electronics, especially surface mounted PCBs be gentle when handling and especially when brushing away the corrosion. You do not want to remove any components from the board.

Hopefully after you have done all this the phone might possibly work correctly again.

You do not state the model variant of your Alcatel One Touch, (Snap, Idol, Pop, Pixi etc) so you may have to search on YouTube to see if there are any teardown guides for your particular model, that may help you to open the phone to disconnect and remove the battery and also then to clean it properly.
