messed up graphics chip?

I have had this stored in the closet for years, because I don't know how to fix, if it is worth fixing, I have a problem with graphics, it's not the games, seems to be some bad chip? maybe overheated? tried different known working video cables, and same thing, scrambled graphics, that roll as if it were in PAL mode? to me it might just be a chip, or cold solder joints... but unsure..

What should I look for? I only have basic electronics skills, soldering, making circuits..
