Could be because there is no digitiser connected. On turn on the system checks all components are working. It’s detected a fault (no digitiser signal) and probably refusing to start.

Fit a new digitiser then try it. Did you remove the screen yourself? Before reconnecting the new digitiser etc disconnect the battery or you risk blowing a backlight filter.
