Sounds like it might be a dead or dirty fan. If the fan’s just dirty, try and clean it off with compressed air. The dust clogs the fans and can trap heat in the console, which causes the fans to run faster and louder. If it’s a dead fan, I’d get the part replaced. The older the console, the more likely it is to run into dusty/dead fans.

There are some Youtube videos on how to fix it and keep it from running into problems.
