You haven't elaborated as to what troubleshooting steps you took so here are a few things in case you didn’t try them:
Try clearing the BIOS back to default in case it was corrupted. (see p.27 in the [https://download.asrock.com/Manual/B450%20Pro4.pdf|motherboard user manual]
Connect a [https://www.ebay.com.au/i/333447663020?chn=ps&norover=1&mkevt=1&mkrid=705-139619-5960-0&mkcid=2&itemid=333447663020&targetid=921460872233&device=c&mktype=pla&googleloc=9070581&poi=&campaignid=10101785225&mkgroupid=102311925020&rlsatarget=pla-921460872233&abcId=9300368&merchantid=7364522&gclid=EAIaIQobChMIzNrezd_R7QIVRiQrCh2YXQFDEAQYASABEgIVb_D_BwE|system -aka chassis speaker] (example to show what it can look like) to the appropriate motherboard header pins (see p.29 Power LED and speaker header) to listen for any beep error codes on startup as it appears that the motherboard is not passing POST (Power On Self Test).

Did you try starting with only 1 memory module inserted? If no good did you try the other one by itself?
If you have a DMM (digital multimeter) use the [http://support.antec.com/support/solutions/articles/1000015319-is-my-power-supply-dead-the-paperclip-test|paperclip test] to check that the voltages from the PSU are all OK
