Is it possible to Factory Reset a banned 2ds?

So, i’ve had my 2ds for 5 years now and got eshop banned. I want to sell it but it doesn’t let me factory reset. The Error code I receive is 005-5964. I have already contacted Nintendo and they didn’t do anything. Please Help!
