A flashing Eco Rinse light can be caused by the water taps not being turned on or the inlet hoses or filters are blocked somehow.

If the taps are on, turn both of them off and then unscrew the hoses from the machine and place the end of the hoses in a bucket or in the laundry tub if it is close by to drain the hoses and check if the filters in the end of the hose fittings are unobstructed.

Disconnect the power cord from the outlet and if the taps are on, turn both of them off and then unscrew the hoses from the machine end and place the end of the hoses in a bucket or in the laundry tub if it is close by to drain the hoses and check if the filters in the end of the hose fittings are unobstructed.
Then slowly open the tap(s) and check that water flows freely out of the hose.

If all is clear reconnect the hoses, ensure that the taps are on and check what happens when you connect the power.
