tablet does not boot up blackscreen

On this issue I have changed the battery. Tried a few times power and volume up also by pushing on the home button. On some trys it sounds like when it takes pictures. On some tries it just flashes the logo. The new battery is now charged to 85%. I know the % cause I’m charging thru my computer.  Has anyone gone thru this?
