Surprisingly many cell towers are still using older T1 & T3 connections back to the main phone switches in the neighborhood they are near. Unlike a full digital connection an analog connection can get signal leakage from neighboring calls running on a pair of wires near your’s in the cable bundle.

No one is tracking you! If they where you wouldn’t hear anything on the line.
