rpm problems not passing 1500 rpm

I have a 2007 nissan note,  the car went into safe mode and the engine light came on.  i could only take it home as it wouldn't go over 1500 rpm.  so far i have changed the throttle body and the secondary computer (fuse box)  however it keeps breaking the fuse and going back to safe mode.  we have also checked the wire looms and no breakage.  Any suggestions?
