New replacement battery sometimes cannot charge

I replaced a battery to my iphone 4S and for one month it was able to charge daily.  I got the battery replaced thinking that maybe the battery was not good. The 2nd battery was initially with 76% charge. I tried to charge the phone but it never charge even after 1 hour. I am using any original Apple charger and 30pin cable. Also tried with another charge and cable but also same situation. Hard reset(POWER+HOME) also did not help. Also did a firmware upgrade from 9.0.2 to 9.1, also doesn't help. There was 2 occasions where I found that the battery have to be totally discharge then it was able only to charge to about 26% and it stop charging.

Anyone able to advise?
