The power steering on these is electronic, not hydraulic. Because of that, the first thing you need to do is get a DMM and make sure the car is providing power to it and then if it is, the motor itself is locked up and you will need to replace the power steering motor. It doesn't require pairing or coding as far as I am aware. That said, it's worth checking the fuse before replacing the motor because it's not super involved but it's not openly accessible like a lot of other parts are for the front end.
Without an exact year I can't find your SM but anything 2015 and older is leaked, along with some of the later cars - the newer 2020+ cars are not leaked yet.
