That's the WIC error on these LED panel Epsons, but the error codes are vague on these, use this to see what you have:

If you have the paper/ink light, that is historically waste ink. You will need to replace the waste pad or bypass it with a external box and reset it on these models with a tool like WIC reset tool. Sometimes it's the borderless pad on the printing path as well but those will print normally in bordered mode, the main pad shuts the printer down. That's the key improvement in recent Epsons from the last 5-7 years: They let you print with a full borderless pad in bordered mode, the old ones disabled it if that was full even if the lower pad had 90% left.

You need the Epson part numbers 1749772 or 1830528 to get the right pad. You remove the side panel with one screw, then the box comes right out after removing 2 screws - same procedure as the serviceable pad printers but with a non resettable counter unless you clear the NVRAM.

Worth checking which lights exactly, because on the L3110 Epson does not use the ink + paper lights for the waste ink pads. From Epson's L3110 User's Guide (product light status):

  • Power and paper lights flashing at the same time: an ink pad is nearing or at the end of its service life (the waste ink pad signal).
  • Power and paper lights flashing one after the other: the borderless printing ink pad is nearing or at the end of its service life.
  • Ink and paper lights on, with the power light on or flashing: the printer was not turned off correctly (for example unplugged or a power cut while on). Press the B&W or Color copy button to clear it, run a nozzle check, cancel any waiting print jobs, and from then on switch off with the power button.
  • Ink and paper lights on, power light off: a firmware update failed. Retry the update.
  • All lights flashing: paper or protective material stuck inside. Open the front cover and remove it.
  • Paper light flashing on its own: paper jam. Ink light on on its own: initial ink charging may not be complete.

So if it is really the ink and paper lights, try the copy button first. It is a common one after a power cut and it has nothing to do with the ink pads. Only if it is power + paper is the waste ink counter involved, and then the pads themselves also need attention, not only the counter.
