Phone not starting (Pre boot hang)

I bought this phone a few days ago, previous owner told me it died 3 days after they changed the screen, when i try to start it, it consumes 167mA and gets stuck in that current. It may be the PMIC or ROM? since i dont have the schematics i cant follow up the lines. My pc doesnt recognize it when i plug it in. Im new at this and english isnt my main language. Help!
