The way it's framed makes me think of something that tells the car how far the steering wheel is turned, but that would be pretty rare; I can't even think of another car that has one. Are you perhaps talking about something to do with the airbag system or any of the controls found on the steering wheel or one of the stalks coming off the steering column?
