@zakaachadia most commonly this is caused by a stuck lens. Try the suggestions from this site If none of that works you may have to consider replacing the lens. Here is the guide for that Sony Cyber-shot DSC-S650 Lens Replacement
Of course, you did check and if needed replaced the battery etc.
