Safe mode loop and refuses to update - ps4

I have a ps4 pro with a non working power button so I have to use a disc to turn it on. When I power it up it boots into the safe mode options. I have seen that usually if a PS4 boots into safe mode it would say “cannot start the PS4.” and if you wanted to safe mode options, you would have to boot into safe mode manually. I’ve tried replacing the hard drive. This still happens. I opened it up. It looks fine apart from a little bit of dust. I have tried all of the safe mode options. Most of them require updates. The console refuses to update. When I try to update it says preparing to update then restarts back into safe mode.
