The complicating factor is that there are many versions of the "Surface Diagnostic Toolkit". You need to use the version intended for Commercial Repairs - which is available as a ZIP over here: https://www.microsoft.com/en-us/download...
When you run it, also make sure to choose 'Repair' instead of 'Diagnostic'. Then you will have the option to perform a Battery Verification. It will try to contact Microsoft servers to authenticate the new battery.

I tried that, almost all the results say ignore it, or try the following steps which do not work.
"1. Force the device to shut down and restart
Press and hold down the power button until your Surface shuts down and restarts and you see the Windows logo screen (about 20 seconds), then release the power button.
2. Check Windows Updates
Go to Settings >> Update and Security >> Windows updates >> Check for updates
3. Run Surface Diagnostic Toolkit

4. Remove and reinstall battery driver.
From Device Manager, expand the Batteries category.
Double-tap or double-click Microsoft ACPI-Compliant Control Method Battery, select the Driver tab, and select Uninstall > OK. Then restart your device."
