Due to voltage fluctuation pc stopped working.

There was huge voltage change one day, fans tv got burned and this pc also, can it be repaired, what part of it should removed and replaced?

Troubleshooting steps:

With the power connected to the PC, check the status of the PC's PSU power light on the back of the case.

If the power light is off, press the power diagnostic button which is next to the light.

If it stays off, the PC's PSU is faulty. Here's the ifixit Repair Dell AC240AS PSU which may help.

If the power light is green, check what the diagnostic LEDs on the front of the case are showing when the power is connected to the PC. Depending on exactly which model variant Optiplex 390 you have i.e. mini tower, desktop or SFF (small form factor) here's the Optiplex 390 tech sheet that shows where the LEDs are located for each variant.

If any of the diagnostic LEDs are operated, here's the owner manual that will help. Go to p.69 to view what the LEDs mean.
