Do repair time estimates include the time to re-assemble?

Not quite clear to me whether this time refers only to doing the 38 steps in the Repair Guide, or whether it includes "To reassemble your device, follow the above steps in reverse order."

Do repair time estimates include the time to re-assemble? Or should I assume roughly twice the time to get the device ready to post-repair testing?
