Have you tried using a different known working OTG cable and see if that worked?
If so, try starting the phone in safe mode and check if OTG now works OK.
If still not working when using a known working OTG cable, it may be a faulty USB-C connector in the phone i.e. broken or missing A5 pin
Here's an image showing the wiring between a USB 2.0 port and a USB-C port when the OTG function is required. The resistor is built into the OTG cable
