Multiple Lasers not Turning On

So I'm working on repairing a GameCube right now and the laser wasn't turning on. So, the obvious solution was to take one of the lasers I knew were good from previous tests and replace it. Somehow, two previously good lasers aren't turning on. It's not just turning on but not spinning the disc, it's not just not moving the laser, the lens seems to twitch which surely means it's getting some level of power, but no light comes on regardless of how I tweak the pot.

Has anyone else had this issue, and if you did how did you solve it? My guess is that it's something wrong with the disc drive's board but I'm trying to see if there's any solution besides just buying a new drive.
