Face ID and Cellular not working

As the title states, Face ID and Cellular is not working and the phone is getting hot without a load. My rear glass is cracked and I suspect water got in yesterday whilst at the pool. The cellular issue the phone displays in Settings says that an update is required to use cellular network. However, when attempting to update I get the repeated message of Failed to Verify Update. I opened the phone to look for any obvious signs of water damage but found none. Any help is greatly appreciated
