How do I recover a photo on a Hisense pro 8 tablet
my tablet deleted a photo and I can't recover it, is it possible to recover it and if so how?

Not sure re your tablet but open the Google Photos app and tap Library > Trash and check if the photo is still there.
If it is, tap and hold on the photo and the Restore option should appear. It will restore back to where it was deleted from e.g. Gallery app, Library or whatever folder it was originally in.
If it isn't in the trash then it has been permanently deleted, although there may be some proprietary recovery software that can be purchased to recover deleted items unless it has been over written in the time since it was deleted.
