No Signal when inserting a simcard

We have a iPhone 3GS that's been send from overseas secondhand as a present to his younger brother.

The problem is that when you insert a South African Sim card it doesn't pick up a signal or the carrier.

Any advice will be appreciated.

I had a strange issue with a phone I was brought in, it wouldn't accept any sim cards, it seemed to be set to Taiwan region, restored it in iTunes, selected UK and then it was all fine, not sure if it was just coincidence or not but might help if you have the opportunity to try :)
