Yes at the moment this is true. Even if you transfer the components across from the screens it will still not work. The front camera will not work properly either.
Hopefully apple might fix this in the next software update.

The only way to get Face ID back after a screen replacement on the 13 is to transfer one of the ICs on the back of the screen by micro-soldering.

Currently, on the iPhone 13 Series, when replacing the new screen, you can still use Face ID as usual. However, the technician will have to move the old display IC to the new screen. This helps the iPhone after being replaced without the "unknown components screen" message.
Although it is possible to use Face ID normally, the current iPhone 13 series after replacing the screen will not have the TrueTone function as on the old screen.

it is true, only apple can pair the new components. You and third parties can not.

@malcolm34057 There was a limited time period in which iOS was killing Face ID when the screen's serial number didn't match that of the phone, but after much public outrage at such a tactic, they relented and removed that matching requirement from the latest iOS versions.
As long as you make sure to update your iOS, Face ID will still work after replacing the screen. You will, however, get a "non-genuine" part pop-up warning for about a week though, whether it's a genuine Apple screen or not unless you transfer the IC that @primalphoenix was talking about in their answer.
