laptop shows battery charge is at 100%. when I unplug the ac power the laptop immediately shuts down even with new ifixit battery. ive tried several different ways to reset it. looking for more suggestions.

Just to verify that the battery is OK, create a battery report to check it status.
Compare the Design Capacity value against the Full Charge Capacity value. With a good battery they should be nearly the same.
Does it do this if you reconnect the old battery again?

I did a battery report. It checked out okay. The capacity values were nearly the same. But with the old battery, the computer would pop up a screen that said the battery was bad and needed to be replaced. It did the same thing to where it would shut off immediately after AC power was unplugged.
I'm suffering from exact same.

Whenever I unplug the charger, laptop dies instantly. As the battery is "100%" full, it won't charge.
It seems, there is no option to limit charging into 80% or similar. Also, it wouldn't help as the battery won't discharge from 100%.
Try uninstalling the Microsoft ACPI- Compliant Control Method battery driver in Device Manager and then restarting the laptop to allow Windows to reinstall it again and check if this resolves the problem.
To get to Device manager in Win10/11 press the Win key + x key (both together) and click on the Device Manager link.
When in Device Manager go to Battery → right click on the Microsoft ACPI- Compliant Control Method battery entry → Uninstall this device and follow the prompts and then restart the laptop in the normal manner.
Just to be crystal clear:
Running a upower --show-info /org/freedesktop/UPower/devices/battery_BAT0 as root should point to correct direction of operating systems. Hint: non-Windows
So, unfortunately I cannot try that suggestion.
