How can I remove activation lock without iTunes or iCloud

My tablet (iPad mini 2 ) is activation locked from previous owner and I can't unlock it .I don't got computer itnes or icloudor previous owner

Terry Norris there are only two fixes for this. You either need the Apple ID and password, or, with sufficient proof of ownership, you might be able to get Apple Support to do it for you.  iTunes or iCloud have nothing to do with the activation lock.
