On the side, like the iPhone, only the iPad's locks the rotation, reset that to unlocked and that should do it

I have noticed this problem too while using some apps like SKYPE on the IPAD2. When ever an app like SKYPE is crashed or closed. The screen tilting is not working. I think if you restart the device, this is not repeating. This may partly answer your question. But this is what i have identified so far.

Try turning device off then powering on, may need just to reset itself

Isn't there a switch by the volume that locks it into place? Have you checked on that and make sure it is properly set.
