How to erase previous owner from phone that is damaged

Hello I am buying an iPhone xs from someone. The screen won't come on so I can't tell if it's powering on or not but when I hook it to my laptop it does recognize the phone and asks for permission to manage the phone. The problem is it also says to accept on the phone itself but that's impossible. My question is are there any ways to restore the device and remove the previous owners iTunes and icloud info so I can use it or sell it if I get it repaired. I do have the previous owners login information if needed. I did try to enter restore mode on the phone but I don't know if and when it's powering on or off. Thanks everyone this is a very informative forum especially for rookies such as myself.

Sure—put a new screen on it and you’ll be able to see the passcode lock screen. If you know the passcode, enter it and you can erase all settings and clear iCloud lock. If you don’t know the passcode then you’ll have a visual cue when you’re trying to put it into recovery mode. If you get it in recovery mode you can restore and then clear iCloud lock with the original owner’s apple id and password.
