Update:

I dismantled iPad to expose the battery (the LCD wasn’t cracked) I peeled the tape away at the bottom of the battery to expose the batter + and - terminals. I set my multimeter to DC and tested across the terminals. The reading was zero. I then plugged my charger in and tested whilst on charge and still zero.

So could be the charging chip??

If the screen cracked after the drop, then it probably took some heavy damage internally. I presume you meant the front glass is cracked but it is also possible that the inner LCD is also damaged. As for the device not starting, it could also be caused by the battery connector becoming partially disconnected.

At any rate, the only way to understand the problem will be to open up the device and start troubleshooting. I would take a look at this guide to see if you are comfortable opening the device. The iPad mini is one of the more difficult iDevices to repair so you'll need to be honest with yourself about your abilities.

I would start by inspecting the LCD to see if it is cracked. If not, then check the battery and digitizer/lcd connections to insure they were properly seated. then you could measure the voltage directly at the battery. ~3V should be sufficient to allow the device to boot. So if the battery has more voltage than that, your problem may be within the logic board.

do i measure the voltage on the battery after its been charged for a few hours?

door

Sure, you can measure it before the charge and then after to see if it has an effect on the boot.

Try to left it to charge for at least 2 hours.

then try to boot it in DFU mode, in itunes.

If nothing happens and stay undetected, then might have logic board issues
