I replaced the digitizer on my iPad mini 2 but I’m having a problem. There is a strip, approximately 1” across the top, that is not responding to touch. The screen is fine and everything else is working but nothing happens when I touch within this strip. Is there a problem with the digitizer or did I do something wrong?

Most likely it is a faulty digitizer (probably a weak solder joint on the flex). I would try re-seating the digitizer connector to the motherboard, just to make sure it's not loose. If you still have issues, get a replacement digitizer.
If a replacement digitizer has the same problem, you should look at the digitizer socket on the board.

I just re-seated the digitizer and checked the pins so see if anything looked bad but they seemed to look fine. Now less of the screen works and it has ghost touch which wasn’t happening before. So my next step is the new digitizer. Should I get the Front Panel Full Assembly or just the Front Panel Glass? Your website says the home button is not included but easy to switch out the new one. Are there instructions for that?
