White screen issue at boot

I've got a Mac Mini here, which boots to a white screen, I have resetted every thing as recommended by apple to no avail. How ever its boots into safe mode just fine, have checked the login items and its empty checked the console log and its clean. I have installed OS X from the scratch, tried a new hard drive and have also tried using a different set of ram modules and still nothing at all, but boots into safe mode without any issues. Im running out of ideas here, any help to rectify the issue is much appreciated.
