screen orientation refuses to turn to landscape

Even with rotation lock off, the screen on my iphone 6 refuses to turn to landscape mode for videos and in apps. Which internal part is this problem related to? I have fixed several iphones before but I have never encountered this problem so I am unable to fix it.
