PC cannot charge even the charger is new
My PC is almost 4 years, the battery is ok and charger but when time to charge cannot function

Try opening device manager, right click uninstall all battery listings that You can, they will be reinstalled after reboot. and before booted into windows remove battery quick like, once windows is booted replace battery... This usually fixes battery issues!...See battery stats if it's on charge now bottom right if windows,,,

I had the same problem but I found out that I purchase the wrong charger and is not compatible with my PC. Your answer is very helpful to solve this type of issue.
