My iphone 4s was working fine untill the screen went bright white but could just see what was on the screen but after i turned it off the screen never turned back on tried the home button with the power button but that never help with the screen turning on but it still connects to the computer someone help lol

iTunes recognizes your phone? That's a good thing.
It sounds like a new display will fix your issue.

with new display does that come with lcd on glass panel? or does glass panel come seprate?

By the sounds of it you will need to replace the screen. You can purchase the screen from iFixit and follow this guide to do so.
