If it is your iPad and you forgot your password you can try putting device in DFU mode and resetting in iTunes. If you have iCloud on it will ask for the iCloud password.

I have an ipad 5th generation i brought from brighthouse shop its out of warranty and i need to didsble the administrator account how do i disable it

You have to put it into restore mode, connect it to a PC/Mac and restore with a new firmware through iTunes. If it's iCloud locked it will be still locked even after restore and will not activate without the Apple ID password.

There is no admin account on iPad, do you are talking about icould password ?
