There are 4 LEDs, on the pi, two for the Ethernet port, and two separate ones. I assume you mean the separate ones, as these indicate power.
Red is for power on. It being constantly on is nothing but an indicator that you raspberry pi is getting power. Its connected directly to the power source, and does not indicate any code running on the pi.
Green is for SD card. It being off indicates that your SD card is not properly set up to boot the PI. follow the instructions for NOOBS to properly prepare your pi.

I believe the green light signals network activity. Plug it into a network and send it some data. See if the green light blinks.

From what I can tell, the red light is normal. I also don't own one but from online pictures it's red light...

The green light next to the red light as a data activity light. If this light does not start flashing at power on if the SD card is prepared correctly , once system loads the light stops flashing and waits for activity.

Your SD card may be dirty; try cleaning it with your thumb. It didn’t work for me, but it will probably work for you.

Red light will be on if there is +5v suppleid ok, and flash if there is less than ideal voltage to the rPi. If you have just the red light and no green light, verify your SD card first. If that checks out ok, then you just might have either a blown power diode or a bad regulator. you can replace the diode, but the regulator cannot be replaced unless you take one off of another Pi. I hear they are either programmed or serialized, so a new part won’t cut it.
