When I use the device to talk on the phone, the person on the other line is hard to understand because the sound is fuzzy and the person on the other line is constantly breaking up.

If the audio in the speaker is breaking up the speaker itself or the wiring to the speaker is damaged. If the wiring is not connected properly all you may have to do is reconnect the wires. However, if it is the speaker then that will need to be replaced. For more information click here.
