Yeah, that sounds like a motherboard problem. Using you're multimeter i'd measure some of the power rails and maybe take a look at some of the mosfets and other chips around the CPU, you never know if a part could be fried or shorting out the CPU

(3) if you plug the laptop into a monitor, does it output a display (4) Are you sure it's the screen itself? check to make sure the laptop itself is on.

First, try to unplug the CMOS battery and then put it back in to reset the BIOS. If this doesn't work, then it's likely a fault with the motherboard or the bios.
