Since the charger is showing that energy is actually coming to the computer and it powers on, the charger seems to be working just fine. Based on the fact that it won't go up in battery percentage, your battery is probably the issue. The battery itself isn't charging and needs to be replaced most likely.
The computer may be taking in too much input or there could be a malfunctioning program or application. Since you can't restart the computer on-screen, the best way to fix this is to do a hard reset by either holding down the power button until the computer totally shuts off, or by removing the battery. After this, it may also be good to do a system restore to a time before your computer froze to make sure that there weren't any changes to your computer that caused the freeze.
A few simple reasons why this may be happening are: 1. There is a pop up window that needs to be closed first before the keys will provide output. 2. The field you are trying to type in may not be selected properly. Make sure to click on the place where you're trying to type. 3. There may be something underneath a particular key that is stopping to from being pressed all the way down. Removing the object from under the key should fix this problem. If the problem isn't one of these three, a restart of your computer might be the best option. If problems persist, there may be an issue with certain keys or the whole the keyboard itself, warranting replacement.
