Unable to get to utility desk

I am trying to get to utility disk. When I press command R or any of the recovery key combinations. Nothing happens computer starts up. I see the logo and then bam. It goes right to the spinning globe asks for a network and then a password. I'm unable to get to the utility disk to terminal to time machine to reinstall the OS. What can I do?

Do you have any Bootable OS on a USB? If so, insert the USB and at boot press the option key and wait until it loads up the available drives, select the USB and it should get to the desired screen with the option to restore from time machine.
